vision improved the lives of all Newfoundlanders and

JOSEPH ROBERTS SMALLWOOD, 1900 - 1991
       
His dedicated advocacy and persuasive oratory led
Newfoundlanders and Labradorians to chose Confederation with Canada in 1949.
