Howard attended Grant Collegiate high school in Springdale. Under his leadership NLVC Ltd. received an "award of excellence" from the Newfoundland and Labrador Construction Safety Association. In Howard's earlier years he was involved with the Boy Scouts of Canada. At the age of 19 he founded the first Cub Scout troop in Warfield, British Columbia and later was one of the founding leaders for the George Huxter Memorial Scout Troop in Springdale. Howard always encouraged young people to add value to their community, to others, and to the environment. While continuing to build his career and business, Howard became involved with the Progressive Conservative party of Newfoundland and Labrador. His strong leadership excelled him to become the Vice President of the Central South PC Party Association of Newfoundland and Labrador. With his advice, knowledge and valued opinions he has helped move each district to have winning leaders and teams. When moving his business base back to his home town of Springdale, Howard helped in the redevelopment of the Springdale Chamber of Commerce. During his 10 year involvement he helped instill within all his peers the same desire to see his hometown move forward in business and tourism development. In September 2010 Howard was appointed to the Board of the Central Regional Health Authority. This was a delightful moment because one of Howard's desires was to improve health care for everyone in rural and urban communities across Newfoundland and Labrador.
