 Post subject: How Were Voters Lists Compiled?

I wonder if anyone knows how voters lists (specifically, Carbonear, 19th century) were compiled. If a man met age and residence requirements, was he required to register, or was it more like a census, where an interviewer was dispatched?

To vote you had to be of age and also be a householder. If a man of age, for instance, lived with his father then only the father got the vote. One years' VL seemed to be derived from a previous years' list hence on some lists you see "dead" written after an man's name indicating that he had died since the last compilation.
