For the 1921 Census, my grandparents were listed. but for the 1935 they were and I know they lived in the North Harbour Placentia Bay. Is it possible they didnt partake in the census?

I tried to find the 1935 census for North Harbour -Placentia Bay and it isn't transcribed on the NGB site. I thought maybe it was included in one of the surrounding communities but it's not. Looks to me like the census for the whole community is missing.

I actually found it. They have it listed under Placentia and St. Marys, under the listing St Marys. Below is the pages link.

That's a different North Harbour. The Placentia Bay one is in the top part of Placentia Bay between Swift Current and Come By Chance. The one in the St. Marys District is in St. Mary's Bay close to Colinet. Your first note said North Harbour Placentia Bay, which one are you looking for?

I think they revised the capture areas (or did some name changes) between one census and another ... not sure if it was between the '21 and '35' versions. If it was, perhaps your North Harbour is included under a different District heading or its name was 'change' by being included within another community???
